2015 was the year when Pradhan Mantri Kaushal Vikas Yojana was announced. It was set up to provide skills to the youth of India. The scheme of the National Skill Development Corporation focuses on the task of empowering people through appropriate skill training that is linked to the requirements of the market. It creates a strong pool of skilled workers, thus promoting jobs and entrepreneurship opportunities throughout the nation.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
PMKVY is a skill certification scheme that motivates youth towards skill-building, and industry-relevant training programs. The aim is to make them more employable as they develop practical and technical skills. More importantly, the scheme also aims at certifying the existing skills of the individuals through a process of recognition of prior learning thus leaving no individual out who might have undergone informal training in the past.
PMKVY offers skill development in sectors such as manufacturing, IT, construction, and retail, among others, and helps bridge gaps between the demand for and supply of skills in an economy. It is very instrumental for securing livelihoods and reducing unemployment since it enables youth to gain skills that may lead to direct gainful employment or entrepreneurial activities.

Components of Pradhan Mantri Kaushal Vikas Yojana
PMKVY base four components:
1. Short Term Training
The Short Term Training is available to unemployed individuals and school/college dropouts. The training has NSQF alignment and technical, soft, digital, and financial literacy skills delivery up to the below-NSQF level to ensure maximum utilization for the participants at various educational levels.
In addition to core skills, this training places much emphasis on soft skills, which include communications, work ethics, and entrepreneurship. This is a training that aims at equipping the trainees with rounded capabilities, preparing them to fit in specific job roles and general workplace settings.
2. Recognition of Prior Learning (RPL)
The RPL component caters to all those people who already have skills they have learned from their work experiences, formal or informal. RPL ensures that their previous learning is acknowledged and accredited to increase their employability and formal qualifications.
Selection
- Mobilization: Identifying candidates with previous learning.
- Counseling and Pre-screening: Candidate identification and screening based on prior experience.
- Orientation: The candidates are orientated to the skills required and the process of certification.
- Final Assessment: The candidates are assessed for both practical and theoretical knowledge.
- Certification and Payout: The successful candidates receive a certification along with financial support.
- RPL is most crucial in formalizing the skills of the unregulated workforce and creating opportunities for marginalized and vulnerable sections of society.
3. Special Projects
Special Projects under PMKVY specifically target specific skills for excluded and vulnerable sections of society. Since sectors or geographies may require specific differential skills training, which cannot be designed as one-size-fits-all, these projects would include sectors or geographies. The terms and conditions of Special Projects can relax provisions more than the regular skill training package, to better meet the needs and convenience of the excluded and vulnerable sections.
4. Kaushal and Rozgar Mela
Kaushal and Rozgar Melas are organized by PMKVY under the scheme every six months. The certified trainees obtain an opportunity to interact with potential employers concerning possible placement and shall continue providing platforms for entrepreneurial support for the wannabe entrepreneurs.

PMKVY Training Providers
The training providers enrolled under PMKVY, varying from state-affiliated centers to central government-affiliated centers, are different. All the training providers are registered on the SMART portal that features the Skill Management & Accreditation of Training Centre. It is checked by Sector Skills Councils and State Governments so that the standards of quality are maintained as per the scheme.
Training providers play an important role in effective skills training and preparing trainees for jobs. Their performance is constantly analyzed through measures of placement outcomes and the general quality of training imparted.
Importance of PMKVY to India’s Economy
PMKVY addresses this skill gap as it ensures providing structural, industry-approved training programs based on the type of various industries.
Of course, it does exactly that and fills the gap in the sectors of manufacturing, healthcare, construction, IT, and retail because the skills are industry-relevant. Knowledgeable and equipped with requisite tools, PMKVY-enabled individuals also open businesses, thereby contributing to economic growth, job creation, and overall nation-building.
In addition, the skilling of existing skills by RPL inducts informal workers into the mainstream economy, thereby reducing income inequality and enhancing livelihoods.
Conclusion
The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a highly change-driven initiative targeted to fill India’s skill gap and develop the employability of its youth. Extensive skill training, placement support, as well as entrepreneurship development arm PMKVY with the empowerment needed to achieve secure livelihoods and contribute to overall economic growth.
Since PMKVY is implemented in marginalized communities, women, and youth, it plays an important role in promoting greater inclusive development; newer versions like PMKVY 3.0 further develop the scheme in response to the demands of a changing global economy with an intent to make India’s workforce competitive and future-ready.
Whether you are a student, a job seeker, or someone looking to enhance your existing skills, PMKVY offers an exciting chance to build a successful career and contribute to India’s growth story.
